Field Research Report on CSE and ECD in Nepal

From December 7th to 14th, 2025, a research team of Dr. Sachi Tomokawa(Shinshu University), Dr. Mika Kigawa(Kanagawa University of Human Services), and Dr. Manami Yamaguchi(Matsuyama Shinonome College), conducted a field study on Comprehensive Sexuality Education (CSE) and Early Childhood Development (ECD) in Kathmandu and its surrounding areas.

This visit had four main objectives:
1.To visit CSE head in the Ministry of Education and UNFPA.
2.To visit ECD head in the Ministry of Education and related partners.
3.To visit institutions that are in charge of human resource development for CSE and ECD.
4.To conduct on-site observations at schools.

Key Activities
Curriculum Development Center (CDC): We met with the heads of Health Education and Pre-school Education to discuss current policies, curriculum structures, and existing challenges. We also observed a meeting on revising textbooks for health subjects.
the Family Planning Association of Nepal (FPAN) and UNFPA Nepal: We visited FPAN and the UNFPA Nepal, gaining deep insights into the achievements and barriers in CSE practices.
Teacher Training and HRD Institutions: To understand the system of teacher training, we visited the following institutions:
―The Center for Education and Human Resource Development (CEHRD)
―The Teachers Education Center (TEC)
―The Provincial Training Center in Kavre
School Observations (Kathmandu District): We visited two schools to observe the learning environment and students' activities. Notably, we discussed with school nurses and principals the impact of the School Nurse Program on school and student well-being.
Ministry of Health and Population (MoHP): We discussed collaboration between the education and health sectors, and the latest progress of the school health program.
Through this visit, we gained a comprehensive and multidimensional perspective
on CSE and ECD in Nepal, ranging from the nationwide framework to actual practices in
schools and training centers.

We are grateful to Professor Devkota (Tribhuvan University) and Dr Sudha for their support during this visit. The Japanese team will continue to maintain close collaboration with the Nepalese team. We plan to analyze the data collected during this visit and design new joint projects to respond to the identified needs.
